Tenancy Conditions Officer
Permanent
Grade C -£35,412 -£44,075 as per SCP 24 to 33
Consultation grade - subject to formal evaluation under the Pay Equity Review
Working 36.5 hours per week
We are seeking 4 proactive and knowledgeable Tenancy Conditions Officers to join our City Housing Disrepair and Litigation team. These are key roles supporting tenants, safeguarding housing standards, and representing the Council in complex disrepair, statutory nuisance and Awaab's Law-related matters.
The successful candidates may be placed within the Disrepair and Litigation team dealing with Section 11 disrepair claims and Section 82 Environmental Protection Act matters, or within the Awaab's Law workstream as part of the Awaab's Law Monitoring Team, supporting the Council's response to time-sensitive housing hazard cases. All posts will involve working with technical evidence, repairs information, legal processes and internal and external stakeholders to support effective case progression and positive tenant outcomes.

Key responsibilities include
- Investigating housing disrepair, statutory nuisance and Awaab's Law-related cases involving Council housing stock.
- Analysing and interrogating technical reports, housing repairs records, inspection notes, damp and mould information, hazard records and case files.
- Preparing clear, accurate and well-structured written responses, reports and case summaries to support legal, operational and statutory outcomes.
- Supporting the Council's position on liability by reviewing evidence, identifying key issues and making evidence-based recommendations.
- Representing Birmingham City Council at court as a lay witness when required.
- Acting as a professional point of contact for tenants, families, solicitors and internal/external stakeholders/Departments.
- Liaising closely with Legal Services, housing teams, repairs teams, contractors, surveyors, Awaab's Law officers and external partners.
- Managing and progressing a caseload to ensure cases are driven through to timely resolution, with particular focus on statutory timescales, risk management and accurate record keeping.
- Escalating urgent housing condition concerns where appropriate, including matters involving serious hazards, damp and mould, access issues or tenant vulnerability.
- Raise and Monitor any works orders on NEC.
About you:
- A strong understanding of housing repairs, building construction, damp and mould, housing hazards and disrepair issues.
- Experience handling complex cases, investigations or complaints in a regulated environment.
- Confident producing high-quality written reports, case summaries and communications.
- Analytical, detail-focused and able to work to tight deadlines.
- Comfortable working with legislation, statutory timescales, housing systems and technical information.
- Able to assess risk, prioritise urgent housing condition matters and escalate concerns appropriately.
- Able to build effective working relationships with a wide range of stakeholders.
- Confident dealing with sensitive tenant issues in a professional, fair and evidence-led way.
