ConstructionOfficerThediverserangeofresponsibilitiesofferssignificantopportunitiesforskilldevelopmentandenableseachmembertocontributemeaningfullytotheteam'sprocesses.Dutiesincludeorganisingandoverseeingallstatutorytestingsurveysforauthority-ownedbuildingstoensurefullregulatorycompliance,suchasasbestosre-inspections,mansafesystemevaluations,safetyglazingassessments,andservicingofrollershutterandautomaticdoors,toaddjustafew.Inthisposition,youwillbeexpectedtoobtainquotations,initiatepurchaseorders,andsupervisecompliance-relatedactivitiessuchasasbestosremovalandencapsulation.Responsibilitiesalsoincludeevaluatingriskassessmentsandmethodstatements,aswellasauthorisingthecompletionoftheseworks. PrincipalAccountabilitiesConstructionOfficer1.Managethestatutorytestingforalllocalauthoritybuildingstoensureallnecessarysurveysareundertakenattherequiredintervals. 2.Manageanyworkthatcomesfromthestatutorysurveyreports. 3.ToundertakeasbestosmanagementinbuildingsandensurethattheAuthoritydoesnotbreachregulationsorexposeofficersorthepublictoriskforasbestos.4.WorkwithcolleaguesintheauthoritytomanagecomplianceofbuildingswithcontractualtermsofTenancyagreements,andreportbreachestoseniormanagementforfollow-upaction. 5.ImplementtheDivisionsresponsibilitiesforHealth&Safety. 6.Adheringtocurrentasbestosregulations,legislation,specifications,BritishStandards,CodesofpracticeandCDMRegulations. 7.ToactasClerkofWorksforconstructionprojectsofrangingcomplexities. 8.Liaisedirectlywithofficers,seniormanagement,buildingoccupants&thepublicinrelationtositesafetyissues,constructiondefectsandtoensurethatbuildingsaredesignedtobeconstructed,operated,maintainedanddemolishedsafely. 9.Undertakemanagement&administrationofminorworksprojectsandtoassistinBuildingSurveyingduties. 10.LiaisedirectlywithContractors,subcontractors&HSEinrelationtoAsbestosissues. 11.Attendanceatmeetingswithclients,seniormanagement,externalagencies,consultantsandcontractors. 12.MaintainContinualProfessionalDevelopmenttokeepawareofrevisedlegislation,newbuildingproductsetc. 13.Motivate,encouragethedevelopmentofstaff. 14.AssistinthepreparationofDepartmental&CorporatePlansandPolicies. 15.Undertakeanyotherdutiesthatmayberequired. 16.TocomplywiththerelevantsectionsoftheAuthority'spolicystatementonHealth,SafetyandWelfareatWork. 17.ToadheretotheprinciplesoftheCorporateEqualityPolicyandensurecommitmenttoanti-discriminatorypractice. 18.ToassistBuildingServicesEngineersincludingCAD,preparationofspecificationsetc.PersonSpecificationNon-ManagerialConstructionOfficer Qualifications&experienceConstructionOfficer AminimumofHNC/HNDorequivalentqualification/ortimeservedinConstruction/BuildingAssetsdiscipline. Extensiveknowledgeofdealingwithissuesinoneormoreofthefollowingareas:Asbestos,Construction,BuildingSurveying,CDM,ClerkofWorksduties,MansafeSystems,SafetyGlazing. Experienceofstatutorytestingincommercialbuildings.Experienceofdealingwithallaspectsofbuildingconstruction/buildingassetsanddesigninanon-domesticcontext.
