Who we are looking for: Sellafield Ltd are recruiting a Senior Property Specialist. The successful candidate will join our property services team and be based in our offices in West Cumbria. About the role: The Senior Property Specialist (SPS) takes a principal role in the Property Services Team leading and developing a defined portfolio of services to deliver agreed objectives for all Sellafield managed sites and ancillary properties both on and off the Nuclear Licensed Site. Whilst reporting to the Head of Property (HoP), the SPS role includes a wide portfolio of surveying work dealing with all aspects of land access, property acquisition, estate and lease management, LC3 compliance and Non Domestic Rates liability management. This will encompass sophisticated and complex legal agreements demanding a high level of professional experience and competence, taking due account of Sellafield Ltd initiatives and socio-economic remit. Up-to-date knowledge of current markets, legislation and best practice, is required to provide and implement specialist advice to senior managers to drive future strategy and negotiate with external partners, property owners and tenants. Successful delivery of scope, schedule and cost is expected to ensure the optimum provision of property and land management services for the SL Property Team, NDA and third party land owners and the supply chain. Responsibilities, Accountabilities and Authorities: Responsibilities: ? All aspects of property and land management, including strategy development, price analysis, negotiation, property agreements, rates management and management associated within an assigned portfolio; ? Compliance with Nuclear Site Licence Condition 3 including engagement with ONR; ? property capability resources, where relevant, engaged in all of the above activities including use of supply chain Estates Services contract; ? Support the development of an optimum property services organisation and to manage, motivate and develop property staff e.g. Property Specialist(s), Technical Specialist(s). Accountabilities: ? To the HoP, within the SPS?s assigned portfolio for the execution of property activity within defined, scope, schedule and cost: ? To assist in the establishment and collation of forecasts of the demand requirements and ensure that individual procurement activities are effectively undertaken to meet their needs. ? To ensure property and land strategies deployed within portfolio are fully co-ordinated and aligned to overall strategic requirements. ? To assist the HoP in the development of programmes of work to enable effective deployment of resources. ? To ensure property risks are identified, managed and mitigated. ? To challenge demand requirements to ensure value for money sourcing. ? To manage LC3 compliance, property agreements, property strategies, business rates and property management. ? To assist in ensuring value added property management techniques and controls are deployed on projects and tasks through to close-out. ? To ensure that all property activity records, reports and system data are completed accurately and to agreed timescales. ? To provide feedback on contractor/supplier performance against the contract(s). ? Where relevant, to manage resources engaged in property activity within the HoP?s assigned portfolio, including PMAs, EDS, succession planning, development and training, etc. ? To ensure consistent application and implementation of Company property policy and procedures. ? To assist the HoP in managing key stakeholder relationships, including the NDA and other identified stakeholders relevant to the assigned portfolio. ? To ensure compliance with health and safety requirements, including promoting a ?safety culture? (both within Sellafield Ltd and the Supply Chain). ? To provide proactive leadership to deliver significant and sustained improvements in the discharge of these accountabilities, by promoting, stimulating, encouraging and leading improvement processes. ? To provide property support and advice to clients. Authorities: ? Financial delegation to authorise budget expenditure on Property & Rates Management. ? To deputise for HoP when necessary. ? To establish priorities for property activity within assigned portfolio. ? To manage direct reportees engaged in property activity within assigned portfolio. Essential and Desirable Skills To thrive in this role you will need: ? Qualified to Degree level or above in relevant Property/Asset or land management discipline with relevant experience. ? MRICS qualified or extensive relevant experience and eligible to progress to MRICS. ? Detailed knowledge and experience of Property and Land Management. ? Knowledge of Business Rates Management. ? Demonstrable experience of managing contractors and stakeholders at all levels. ? Proven ability to deliver against key portfolio targets and deadlines. You may also have ? Experienced in Licence Condition 3 and lease/tenancy Management. ? Proven ability to deliver against NDA/ONR or other regulatory body targets/requirements. ? Knowledge of Contract Management.
