CULTURAL SERVICES MANAGER - LIBRARIES & HERITAGE Oxfordshire | £500 Day Umbrella | 6m Contract | Full-Time | Start ASAP Key responsibilities and requirements of the role: To lead, develop and manage the provision of excellent, customer focused cultural services that support the acquisition of knowledge, learning and literacy and contribute to the businesses place shaping role To lead, develop and manage cultural services' strategy ensuring that the service is responsive to customer expectation, political priorities and resource imperatives To lead and develop effective partnerships for the purposes of providing excellent services that meet business objectives and priorities and that widen participation in library services To ensure effective and robust arrangements are in place across the 49 points of delivery for the service across the County To ensure that Oxfordshire Libraries, Museum and History services are led, developed and managed effectively and responsively, taking account of the views and aspirations of all stakeholders To lead and coordinate business and financial planning processes for these services, ensuring service plans and resources are properly matched and that performance against plans and standards is monitored and evaluated To provide a strategic lead on policy and service development issues for these services, including new initiatives, partnership working, community involvement and all professional issues To monitor strategic, policy and service developments, both inside and outside Oxfordshire, identifying ways in which these services should improve and develop and advise officers and elected members accordingly To provide a strategic lead on financial and budgetary issues for the library service, advising council officers and elected members on medium term resource planning To motivate, lead and develop the service's respective Management Teams both individually and collectively To be suitable for this opportunity; the following qualifications or experience is required: Educated to degree level in a relevant subject Excellent knowledge up public library and cultural services Excellent knowledge on local government and the management of public service Experience in strategic service planning Experience of staff and financial management Experience of business and financial planning in a public library context If you are interested in this opportunity and would like to find out more information, please contact Anna at STR Group on (phone number removed).
